It is therefore not a coincidence, in my view, that so many UK citizens living in sexi country have been applying for Luxembourg citizenship since the Brexit referendum. Many others have apparently been doing the same in other Member States. These applications for citizenship by British citizens are proof of the huge added value of the public goods and services created by the European Union, which these citizens do not want to abandon: most obviously, the four freedoms.

Mr President, the citizens that you and I represent expect the Union to contribute to their safety and security sexi internal and external threats.

Notwithstanding our internal challenges in numerous policy domains, it seems to me that the largest crises were imported from outside the European Union. The refugee crisis was triggered by a worsening security situation in the Middle East and the Sahel region, to which the wars in Libya and Syria have contributed. The dramatic events of summer passera autumnwhen hundreds of thousands of refugees have been fleeing war on a scale not seen in Europe sinceare obvious evidence that no European nation state is able to cope with such tragedies on its own.

In that respect, I deeply regret the opposition by some Marisa Member States to carrying their share of the burden in a spirit of solidarity. In the age of globalisation, European solidarity is even more important than it was before. Marisa the way, in any relationship, solidarity is a concept that should not be qualified.

We need to stand together in solidarity and not try to introduce concepts like flexible solidarity, which at the end of the day will result in a reciprocal lack of solidarity.

Once again, I would like to congratulate your President for having taken the initiative to invite one Prime Minister after the other to this plenary in order to discuss major issues in Europe with the colleagues of the European Parliament.

A nome del gruppo dell'Alleanza dei Democratici e dei Liberali per l'Europa la parola all'on.

And it is since we have the European Union that we have guaranteed democracy in the European Union. That is what we have achieved. That we have achieved. That does not mean that the Member States do not have to do their homework. What you are saying is true. Between andin fact the competitiveness of Italy was as good as that of Germany, and their export figures were as good as those of Germany. But it is not because they entered into the euro, because they did not make the reforms that were necessary, because in the past they could do devaluations of their own currency — and that is no longer possible.

Are you defending devaluation as the way to avoid reforms in a country? Who is paying? Mr Henkel has no problem with it — his income is sufficiently high, he has passera problem — but ordinary people passera pensions, with savings: their income is reduced and they are paying the price for devaluations.

So that is not the solution. The solution is reform, and what Italy has to do is what France has started to do — reforms, reforms, reforms — and then Italy will be saved. That also means solidarity in the European Union, from north to south. Germany has to accept the proposals of Emmanuel Macron and of the Commission on the reform of the eurozone.

If tomorrow there is a trade war with Trump, we have to be behind German industry, marisa German cars. That is my message, and that is also the message, dear Sexi, that we want to hear from the Council. Start — this is the most important thing — the reform of the governance of the eurozone, certainly now that the problems have also started in Italy.

If you were forced to eat fast food for your every meal, what would be your top two places? If you had the option to hit restart and begin life all over again, would you? Have you ever done or accomplished something you never thought you could? What was it? What makes you blissfully, completely, smile-from-ear-to-ear happy? Have you ever went and kissed a total stranger out of the blue just because you could not resist it?

If you had to describe the most intense moment of your life using only one word, how would you name it? Do you prefer making plans or following along with what someone else planned?

If you could go back and pick a different profession, what would you choose? If you could marry one fictional character or celebrity, who would it be and why?

I druga sprawa — demokracja.

Whether we like it or not, our countries are interdependent.

We have to find common solutions to common problems. But there is one government that is conspicuously absent from this debate — that from my own country. There is not even a single Conservative MEP in this debate today, and that is a shame. It is also striking that in the Brexit negotiations, two years after the referendum, the British Government still has no opening position on what it wants to secure in terms of customs relationships.

We have a White Paper that is promised for next month — two years after the referendum. Frankly, what is happening is that the Government is discovering that you cannot distance yourself from your neighbours and your main economic partners without paying a terrible economic price. But if you remain close, then of course, you have to play by the same rules as everybody else — without, if you are no longer a member, having a say on those rules.

This Government, with its deep ideological divisions, is incapable of finding a solution to this dilemma. It is time it made way for a government that will be constructive and find a solution.

Imajmo to uvijek na umu! Concerning tax, tax avoidance is compromising the future of our European Union. It is about tax fairness. Marijana Petir PPE. Prime Minister, I would like to ask you very directly: are you are willing, and what are you going to do inside the Council? Because the Member States are quite often the most difficult part of the integration process to work towards a better and faster integration of the EMU area, including monetary union, banking union and economic governance.

Are you willing to act in favour of the social dimension to be included in the EU competencies, as proposed? And are you willing to work to include better taxation governance, including the common corporate tax base and also the proposals of unfair tax competition between the countries?

Last but not least, is of course the refugee politics. Salvatore Cicu PPE.

In Luxembourg, cash is king. Over the years, EUR bills were printed as much as in Belgium, Ireland, Netherlands and Spain combined, until printing was stopped this year, but the bills are still circulating. Why is your Government delaying the VAT reform proposed by the Commission to stop carousel fraud, which shifts EUR 50 billion per year into organised crime, including terrorist groups?

Why do you continue to obstruct media in your country from finding out what is going on in Freeport Luxembourg? Franck Proust PPE.

He made one very important statement. Have you not lost control by being involved in the European Union? What is the secret, when the smallest country can feel empowered and enriched, and the big countries, with all their influence and all their MEPs, feel the opposite. There must be a secret. Can you tell it to us, please?

Paulo Rangel PPE. I am sorry to disappoint you, but transnational lists are not the solution for integration. I am a federalist and I can tell you that there is no federation where there is a global constituency, so this would be something against federalism, instead of the contrary.

I saw with some optimism that you defended tax harmonisation and tax convergence here. I would like to ask you if the Luxembourg Government is prepared to take a major step on this issue because Luxembourg, together with two or four more Member States, is a country that is really responsible for blocking and paralysing any tax convergence. Let me tell you that tax convergence and tax harmonisation are much more important for European integration than transnational lists. Goerens, l'on.

Prego on. I agreed with a lot of it, but not everything. You said that institutional talks are boring. I actually fundamentally disagree because institutional talks are about who has the power. How can citizens influence and decide in the European Union? How can they hold their representatives to account? But it also determines the ability of the European Union to act, and we have seen that intergovernmental Europe is dead. Intergovernmental Europe is not able to respond to migration flows, to Trump, to the financial crisis, to conflicts in the world, and it is not able to ensure that the rule of law and fundamental rights are upheld in all the Member States.

One final remark. Please ask your colleagues to understand one thing. Yes, there are eurosceptics or anti-EU people in Europe, but there is also a vast majority of people who are actually supportive of the European Union.

Henna Virkkunen PPE. They were in but they wanted to have a lot of opt-outs.

Now they are out and they want a lot of opt-ins.

I quote figures from Irish agriculture from last year, where cattle and sheep farmers were entirely reliant on the payment for their income. Added to that, we want to support young farmers. One of my concerns is that the young farmer payment goes to the landowner from whom the land is rented and not directly to the young farmer.

That is something we will have to address. On the issue of moving away from historic payments, which started in , I expect the proposals due on Friday to continue that process and I look forward to the details. When I say this I do not only mean further integration and harmonisation of the rules, but also that the European Commission should overcome the silo approach.

Agriculture is also part of our development and cohesion, commerce and international trade. This is why I am very glad the report includes the opinions of numerous parliamentary committees. I wish the European Commission had a similar holistic approach to the goal of achieving the revitalisation of our farms. We must make farming attractive to young people. In recent years there has been an extreme decrease in the share of young people in rural areas.

Personally, I am particularly worried about this negative trend in Latvia. The poor quality of professional education is a big obstacle. In addition, agriculture is considered to be low prestige and inferior to other sectors, and our young farmers do not feel that they have priority in public support programmes.

That is why I voted in favour. Sin a bhfuil. Adam Szejnfeld PPE. This is one of the things our international partners notice with regret. At the same time, our legislation is the most inclusive and most respectful of the will of our citizens, and we need our people to know that their voices have been heard. For this reason, I welcome the call for a dedicated joint database on the state of play on legislative files. Transparency must be our key word and efficiency must be our testing criteria.

We need a politically intelligent approach to gain the support of our people for the laws we do. If we want to have well-informed and supportive EU voters tomorrow, we need to share more information with them and get more feedback from them.

Today, in the light of Brexit, we come back to the same discussions. Therefore, I strongly support that we follow one single, simple and transparent principle: that EU resources flowing from EU policies should flow to the EU budget. It will ease the burden borne by the Member States through their national contributions and ensure the proper financing of EU policies with clear European added value. The proposal well reflects the key European Union priorities and goals in the context of increased external challenges and the budget hole which will be left by Brexit.

I support the increases foreseen for the security, defence and such flagship programmes as, for example, Erasmus. However, I strongly believe that we should continue the current support level for such traditional policies as the common agricultural policy and the cohesion policy.

We all benefit from these policy areas, and any decrease can only be gradual and with compensation mechanisms in place. Thus I hope during the negotiation process we can ensure adequate financing, quality and effectiveness of these policies. Jan Zahradil ECR. Marek Jurek ECR. Na jakiej podstawie? The future of Europe is set out in how we spend the budget up until The priorities are clear: fighting before feeding.

What is proposed is a larger budget than we currently have — this in spite of the UK leaving. So the cake is bigger, but still we have less for the two most important areas. So why? Well, the answer is that priorities are changing. What used to be core common policy — feeding the population — has been replaced with a common policy on defence. The budget Commissioner, Gunter Oettinger, was at least open as to why agriculture was to be cut when he said that there are more important areas.

I voted against this rubbish. However, only aspects relating to own resources. First of all, the United Kingdom has a derogation from changes to these systems between now and the end of the MFF and, of course, the UK intends to leave before this new MFF, so it would be inappropriate to express a view on those points. Monica Macovei ECR. However, during recent years, due to the ongoing migration crisis and influx of unregulated migrants caused by the failure to protect common external borders, the Schengen area experienced serious challenges, including some Member States even changing their legislation.

I believe that this is very alarming, and we need to guarantee the free movement of people and services, as this comprises a crucial part of European Union. Diane James NI. It is the duty of every sovereign nation to keep its borders safe and intact and to ensure the safety of its people. The Schengen agreement has undermined this principle fundamentally, and if I could change a key sentence in the report, it would actually say that the Schengen agreement has been one of the greatest failures of the European Union, not an achievement.

The enormous number of migrants who have been able to vanish within the Schengen area has actually led to one of the most significant threats to the European continent, and by reintroducing border controls, certain Member States have been able to fulfil their primary duty to help keep their people safe.

The United Kingdom never signed up to Schengen, and with very good reason, and we will continue to support those countries who assert their right to say who can, and who cannot, cross their borders. Urszula Krupa ECR. The Directive has failed in virtually every sense, so it was absolutely unsupportable.

Victims of crime need their rights protected, and this is best done at a Member State level, whereby local considerations are not only understandable but they are also applied. The one-size-fits-all approach taken by the European Union simply does not work, as has been demonstrated most admirably by this report, and there were major failings in the detail. When that happens, no MEP in this Chamber should have supported such directives or reports.

We see strong protectionist tendencies enforced by the United States, insecurity caused by Brexit and growing trade with Asian countries.

This means that consistent monitoring and assessment of the policy should become an integral part of the EU trade strategy so that the best trading opportunities can be created. Finally, the trade agreement should always adhere to the European values, ensuring responsible management and value chain, and their implementation and negotiations should become much more transparent. In a context where China and the US rearrange the trade order according to their individual agenda, we need to be stronger and more united.

The withdrawal of the USA from the international trade and multilateral system is a threat to democracy. We need to create commercial security mechanisms to protect our businesses and industries from such shifts. I appreciate the spirit of this report and the assessment of the achievements that have been made, and I have of course voted in favour. I regret, however, seeing that European companies are not making sufficient use of the benefits available under free-trade areas.

The reason for this is lack of open data and expert support. This is why I support the call to make the implementation of the common commercial policy more transparent, particularly during the negotiation of trade agreements. Monika Panayotova, President-in-Office of the Council. This is an important issue which concerns not only visas and residence permits, but also the broader issue of European citizenship. The granting of citizenship and long-stay visas by a Member State falls under national competences, and as a consequence, these matters are not governed by EU law.

However, the consequences deriving from decisions by one or more EU Member States frequently have an impact on all the others. Therefore, I would like to thank you for drawing the attention to this topic. Third-country nationals who benefit from a citizenship or residence-by-investment scheme, commonly referred to….

At the same time, they can also benefit from the Schengen area residence permit and the citizenship of the Member State. Fundamental privileges and rights are attached to the European Union citizenship and residency permits in an EU Member State.

The golden visa programmes matter because they might offer the possibility of misuse or are sometimes perceived as potentially weakening the fight against corruption in the European Union and its neighbouring countries. For this reason, when defining national legislation, each Member State should not only take into account international and Union law but also the essence of EU citizenship and its inherent value.

The protection of European Union citizenship is our joint responsibility, shared among all Member States and institutions. The European Union, the European Parliament, the Council and the Commission have already expressed their views about these developments.

Let me also recall that, in its conclusions on the EU citizenship report of , the Council addressed this issue. It invited all Member States to act in accordance with the principle of sincere cooperation and respect the limits set out by the Court of Justice when granting or removing nationality. It is also very relevant that the Commission announced its intention to produce a report on national schemes granting EU citizenship to investors.

The Commission is expected to describe current national law and practices as well as its action in this area and provide some guidance for Member States. This report could help us to have a better overview and understanding about existing practices. It will also help the Council to revert to this issue if necessary. I am looking forward to hearing from Commissioner Bulc on the subject.

Let me conclude by restating the obvious. Member States are solely responsible for defining the applicable rules in this area, but because of the rights conferred by EU citizenship, we all care. EU citizenship is not and should not become a tradable commodity. Violeta Bulc, Member of the Commission. It covers issues that go to the core of EU values, of EU citizenship, and of the duty of sincere cooperation inside our Union.

The Commission takes seriously the need to safeguard the essence of EU citizenship. While it is for each Member State to lay down the conditions for the acquisition and loss of its nationality, this must be done in full respect of Union law. Member States should award citizenship in a spirit of sincere cooperation with other Member States. This involves fully recognising that the conferral of their nationality means conferral of EU citizenship and the rights and advantages this brings with it.

EU citizenship is the entry door for the internal market. If one Member State does not apply the necessary security and criminality checks, then this can affect all of us. It is for Member States to ensure that the necessary steps are taken to counter security risks.

They must also apply rigorous criteria to identify and then combat criminality and corruption. With these points in mind, I can assure you that the Commission is closely monitoring citizenship investor schemes in the EU and their applicants.

In the EU Citizenship Report, the Commission announced that it would publish a report on national schemes granting EU citizenship to investors in , and we will do so in autumn. As regards golden visas, in the absence of harmonisation at EU level, the Commission has no competence on the issuing of residence permits or long-stay visas for investors. Member States are competent to set the procedures and conditions of entry and stay for third-country nationals who wish to invest in the country and stay for longer than 90 days.

The effects of such residence permits are largely confined in the granting Member State. The results should be made available in the second half of Where allegations of fraud and criminal activities arise, it is for the national competent authorities to investigate, be they law enforcement authorities or judicial authorities. The Commission has no competence to intervene directly on allegations of fraud or criminal activities, except in cases where the EU budget is affected.

Member States must diligently conduct those investigations, including by applying the provisions of EU law on the prevention of the use of the Union financial system for the purpose of laundering money. I know that many of you are concerned about the possible link between citizenship-for-sale golden visa schemes and money laundering. These schemes indeed may be a factor that facilitates the injection of illicit money into the licit economy of the Member State.

Thanks to the efforts of Parliament, the new Anti-Money Laundering Directive includes a specific provision addressing the need for better screening of applicants to national schemes for granting long-term residence or citizenship to investors. This specific provision requires all obliged entities, including banks, members of the professions or wealth managers, to pay close attention and perform enhanced due diligence checks when they are dealing with a third-country national who applies for residence rights or citizenship in exchange for capital transfer, purchase of property or government bonds or investment in corporate entities in that Member State.

The Commission now expects all Member States to comply with the new rules as soon as possible and will monitor the implementation of the Directive. Integrity and the fight against corruption in Member States are key priorities for the Commission. As I have already set out, while the Commission has no competence to intervene directly on allegations of fraud or criminal activities, we expect national authorities, be they law enforcement or judicial bodies, to tackle this vigorously.

National anti-corruption policies are monitored at EU level. All Member States are subject to an ongoing assessment of their general anti-corruption policy landscape and anti-corruption efforts.

Dak li qed niddiskutu llum ser ikollu impatt fuq dan kollu. They are very often highly corrupt individuals who have not been properly vetted and who may well be criminals. According to Transparency International, such practices are carried out by at least 11 Member States of the EU, and that is of great concern.

Golden visa programmes are not exclusively a national matter, but an EU matter too. We talk about the safety of the Schengen area and our citizens. How can our Member States justify on the one hand refusing to accept a single refugee fleeing war or persecution, whilst on the other being more than willing to give citizenships to potential criminals who bring a lot of money through investments, without knowing what their real background is?

EU citizenships should not be for sale. Most systems for obtaining golden visas lack transparency and accountability, especially in the decision—making process. Lack of control risks potential money laundering practices and links to criminal financing for such investments. The EU must ensure that residency and citizenship by investment schemes do not undermine the EU core values of freedom, security and justice, nor threaten the principle of sincere cooperation between the Member States.

We strongly call on the European Commission to prepare proper legislation on obligatory reviews of investors and provide very clear criteria for obtaining such golden visas. Wir hatten leider eine kleine Konfusion. Also haben Sie 4 Minuten Redezeit. Bitte, Frau Kollegin in 't Veld! This is not just in some countries that were mentioned by you, Madam Commissioner, which got a red flag near their names.

Even in a country like mine, we have so—called investor schemes and it all looks nice at the front door. How are we going to verify if the candidates are legit, if we can trust them, if the money is not criminal money? How are we going to verify that this is not serious? Therefore I very much agree with the proposals by Tanja Fajon. We do need European standards, European rules. We need a common scheme. And this is a very serious matter because there are people here who buy passports, not on the black market but legally from governments.

We have a right to know. So the argument that this is a national competence to cover up criminal activities is simply not good enough anymore. We need harmonised rules. We need harmonised standards for the screening procedures. We need more transparency. We need more information. But, finally, I also think that we need to stop applying double standards because, as I already mentioned, people who want to come to the European Union to work are treated like criminals, and those who want to come here and park their criminal money are received like kings.

We need to stop applying double standards. This is something that we cannot explain to our citizens anymore. They want to know that EU citizenship is for EU citizens and not for criminals. Golden visa schemes in the EU are designed to facilitate money laundering — they actually invite it.

They allow dirty money to be entered into a clean economy, often through real estate with minimal checks. The basic fact that explains why the existing due diligence procedures for the ultra-rich applicants are failing so badly is because they are not designed to work. These schemes worsen inequality within states and between them. So we urgently need strict and enforceable due diligence procedures to determine the origin of the money flowing into the EU through these schemes.

But do we really want simply to regulate these commodity schemes? They foster corruption and inequality, as we know, and we should be preventing and abolishing them entirely. Selling citizenship to the highest bidder when millions of refugees in need are being turned away at the gates of the EU is the scandal of our time.

Rights should not be for sale, full stop.

A number of my colleagues have kept on about Russia and China — but what about some of the countries on the European continent that are seeking membership of this European Union, such as Albania?

We have had stories in the United Kingdom of individuals there using the golden visa programme who are known criminals, already guilty of corruption and other awful crimes against humanity, and yet they are making use of this particular system.

We have also heard this afternoon — but I am going to reiterate — the dangers that the Schengen system actually presents. It allows these individuals, once they are inside the European Union with their golden visa, to go where the hell they want and export their criminality and other actions of ill repute everywhere and anywhere. This whole process needs fundamental reform, and this report does not include any seemingly reasonable or justifiable ideas or concepts as to how to address the problems.

Dariusz Rosati PPE. This is very unusual but very reassuring. Indeed, in many cases these golden visa schemes are abused and simply allow EU passports to be bought by wealthy third-country nationals, who use this possibility to escape sanctions, avoid taxes or launder money.

Many examples connected to illicit financing, especially coming from Russia, certainly support this claim. Moreover, the golden visa schemes clearly discriminate against ordinary third-country nationals who live and work in the EU and yet have to wait for many years until they are eligible for naturalisation.

The standard granting of citizenship permits is a competence of Member States. I nevertheless see an urgent need for more coordination and cooperation between Member States in this field. Firstly, golden visas should be restricted to granting residence status to foreign investors, but they should not automatically offer citizenship. EU passports should only be issued to applicants who have spent sufficient time in a Member State and can demonstrate that they are integrated in its society.

We should not treat the EU like a supermarket, where passports can simply be purchased. Secondly, the national procedures for granting residence permits and citizenship should include standardised background checks on all applicants, involving the exchange between Member States of all available information on the applicant. I encourage the Commission to take the initiative in order to help Member States to regulate this area more efficiently.

Bernd Lucke ECR. Are you suspected of money-laundering and facing a little local difficulty? No problem. For a few hundred thousand euros, you can become a citizen of an EU Member State. New Zealand-born billionaire Christopher Chandler bought EU citizenship from Malta, while British citizens are losing theirs thanks to the Brexit campaign backed by his Legatum Institute. He paid to become a Cypriot and was free to do business as a European citizen. The global kleptocrats disdain national governments.

When those governments sell them the precious rights of citizenship, they are undermining the rule of law. Both Malta and Britain have come to regret inviting such people into their countries.

Selling freedom of movement to the wealthy may seem attractive, but in terms of social cohesion and public safety, the price may be higher than you thought. This gives an open goal towards securing a British passport. In , the UK granted of these visas. The majority of them were Chinese or Russian nationals. Given the present geo-political situation, we have to look at whether this selling England by the pound is really in the national interest or fairness to other applicants. The absolute minimum any responsible government selling — a phrase, by the way, which just sounds wrong — visas is to fully investigate where this money came from.
